Best vacation spot in Mexico?

Planning an Anniversary vacation from March 6th – 13th. My husband and I are fluent in Spanish but Ive never been. He’s been to Jalisco and many other places but I wouldnt call them vacation spots. Im looking for a city to stay in but Im also thinking a beach would be romantic. Im very “outgoing” so I would like to horseback ride and go hiking too. I live in SoCal so I was just going to take a TJ plane to wherever. I also want to stay in a very romantic hotel if there is any there (like the Monte Carlo Suite with a jaccuzzi in your room overlookin the las vegas strip kind of thing). I dont wanna spend more than $3000 on everything either (Not including shopping a recreational activites). ;) Thanks
